Serhii Bilousko is a senior construction project manager and engineer with more than 20 years of experience in construction delivery, technical supervision, quality assurance and complex infrastructure projects.
His recent work with UNICEF Ukraine and ACTED focused on rehabilitation, shelter, healthcare and social infrastructure in demanding humanitarian environments. He brings a systematic, accountable approach to contractor coordination, monitoring and evaluation, procurement support and sustainable project delivery.
- Served as Construction Engineer with UNICEF Ukraine, monitoring and coordinating rehabilitation works for shelters, healthcare facilities and social institutions.
- Supported humanitarian repair and housing rehabilitation projects in conflict-affected regions as Deputy Shelter Manager with ACTED.
- Led construction departments, engineering teams and major projects across Ukraine, Bahrain and other international environments.
- Managed technical documentation, specifications, Bills of Quantities, procurement processes, contracts, budgets, quality control and contractor performance.
